There was an article also which I can't find in the Capital News 
Archives about the Central Okanagan Regional District making a 
decision to reject a marina development in CORD based on the 
Foreshore and Inventory Mapping (FIM) completed by the Planning & 
Environment staff...have a look at the shore-line maps on their web 
site...dig around on their site and you might be able to find the 
minutes of the meetings where proposed marinas were rejected, because 
of shoreline habitat disturbances.
