[LookOutSugarLake] code of conduct

Hi all

Attached is a rough draft of a "code of conduct" that we would like to  
develop further during the meeting planned for June 16th.

This document would be used as a discussion document with people in  
the community, be given to newcomers and visitors so they understand  
what needs to be done to preserve the area they are enjoying.

We realize not all people will agree, but we believe most people who  
like the area will understand sooner or later that self regulation is  
necessary and will agree to modify their own behavior.

Along with the document, we are thinking of having tasteful signs that  
would reflect our wishes to preserve clean water.
